NEWARK, California — City officials are developing a long-range plan for the Four Corners area near Newark Boulevard and Jarvis Avenue, a neighborhood district between Lake-Rosemont and Mirabeau.
What the plan will consider
The City of Newark’s Four Corners Specific Plan page says the work will establish policies and development standards for housing, local businesses, mixed-use buildings and neighborhood streets. The city is studying ways to improve walkability and support both affordable and market-rate homes over time.
The plan also considers the area’s proximity to potential regional transportation improvements, including the planned Ardenwood Capitol Corridor station and the State Route 84 intermodal bus facility. The proximity to planned stations is a reason to consider transit-supportive development, not confirmation that either transportation project is already operating.
What has happened so far?
The city says it hired Urban Planning Partners to assist with the planning process and anticipated a project kickoff in late August 2026. The public planning stage is not the same as a final zoning approval or the beginning of construction on a particular parcel.
How residents and business owners can participate
Newark says community outreach will help shape the area’s long-term vision. People interested in meeting notices, draft plans and comment opportunities can request to join the project interest list by emailing fourcorners@newarkca.gov with the subject Four Corners Interest List.
The official project page will be the starting point for maps, meeting announcements and future decisions. Residents should examine draft documents before assuming how a specific property will be rezoned or redeveloped.
